Redistricting Information
Horseheads Central School District is focused on setting the standard of educational excellence, this includes providing students a positive educational environment. As part of the Horseheads 2030 Capital Improvement Project, the district has focused on making major improvements to all our schools and facilities, while also reviewing the shifts in student populations.
As a result, the Horseheads community voted on December 7, 2021 to approve construction and the transition from four elementary schools to three, closing Center Street Elementary School. Please check this page regularly, as important updates and resources will be posted to this page to inform the community on the redistricting process.
Board Approves Option B for Redistricting Boundaries

Sept. 19, 2024 Board of Education Meeting
The district will provide an update to the Board of Education regarding redistricting. The information will include questions received during the last meeting as well as questions that the district received during the Community Forum.

- The Board of Education voted to implement Option B for the redistricting boundary lines as proposed by Demographic Analytics Advisors, LLC to start in the 2025-2026 school year.
- The Board also decided to change the high school start time to approximately 7:20/25 a.m. beginning in the 2025-26 school year to align with the BOCES start times. This change will allow students to have a full class prior to attending their BOCES Educational Programming. This anchor time will also be used to determine future bus runs and start times for elementary, intermediate, and middle school students once the runs are finalized.
Community Redistricting Forum
Parents, guardians, and community members were invited to the Community Redistricting Forum. on Thursday, Sept. 12. During the forum, the district shared information and recommendations from the demographer, provided updates since the last Board meeting, and held time for questions. Aug. 15, 2024 Board of Education Meeting
Dr. Douglas provided the Board of Education with an update regarding redistricting. The updates included a review of the demographer's recommendations, the redistricting timeline, high school start time discussion, and transportation data.
July 2, 2024 Board of Education Meeting
