Horseheads Board of Education
The Horseheads Central School District Board of Education is made up of nine district residents elected by the community and one non-voting student representative. Elected members serve three-year terms. The student representative, who is a senior and a student in the district for at least two years, serves a one-year term and is a non-voting member of the board. Board members receive no salary for their service.

By law, the Board of Education is entrusted with the responsibility of developing policies under which the district is managed. The powers and duties of the Board are as stated in the Education Law and other applicable New York State law.
The Horseheads Board of Education meets monthly, usually on the fourth Thursday of the month, with additional meetings scheduled as needed.
The public is invited to all board meetings. In addition to the public session of the meeting, the board frequently adjourns to executive session, which because of the nature of their discussion, is closed to the public. By law, any discussion of particular personnel matters and negotiations must be discussed in closed session.
At each board meeting, there is an opportunity for the audience to comment on agenda items or other educational items. The board may put a time limit on the discussion. Those who wish to comment during the Community Comments section of the meeting are asked to speak at the designated microphone, adhere to the three-minute time limit, and follow Board of Education Policy 2370 for Public Participation at Board Meetings.

Board of Education Election
Each year, three board seats are up for election. Board member elections are held on the day of the budget vote, which is the third Tuesday in May, as set by the state.
To run for the Board of Education, a person must be a qualified voter of at least 18 years of age, be able to read and write, and have been a resident of the district for at least one year prior to the vote. To become a candidate, eligible residents must submit a completed petition of signatures to the Business Office 30 days prior to the vote. The number of required signatures changes each year based on the prior year's voter turnout. The district will notify the public through the news media when petitions become available for pickup from the District Office.
